15 weeks 5 days 9 hours 23 min agoWorks in rings of influence I think. You start with your district, then your city, then your country, and depending on where the "outsider" is from, you grab the appropriate ring and put yourself in it.
Certainly not limited to China - hell just look at the UK, or virtually any old European country - regionalism is rife.
